ONS publishes August public finances with a new presentational framework
The Office for National Statistics released Public sector finances, UK: August 2026 at 7:00am on 22 September 2026. The next release is scheduled for 21 October 2026.
Alongside the monthly figures the release carries something less routine. It explains how the three aggregates that lead these statistics relate to one another — what the public sector borrows, the cash it must raise, and the stock of debt that results — and why the deficit and the debt move as they do. What it means
For a rates desk the classification publication is often the more consequential of the two, and it is the one nobody reads. Whether a body sits inside or outside the public sector boundary, and whether a transaction scores as borrowing, determines the headline number that fiscal rules are written against — without any change in the underlying cash.
A presentational framework for the headline measures matters for the same reason. The UK has several debt and borrowing aggregates that differ by what they include, and the aggregate a fiscal rule targets is a choice. Making the relationship between them explicit is useful precisely because the gap between measures is where fiscal space is found or lost at a fiscal event.
