RBI sets an April 2027 start for its Basel III operational-risk capital approach

The Reserve Bank of India has issued a Second Amendment to its Forthcoming Instructions for commercial banks, pinning down how and when the new Basel III Standardised Approach to operational-risk capital takes effect. The original Directions of 28 November 2025 set out the minimum capital requirement for operational risk but left the effective date and the detailed mapping of the Business Indicator "in due course." The Governor's statement of 1 October 2025 then put the revised Basel III capital framework in force from 1 April 2027 for commercial banks, excluding small finance banks, payments banks and regional rural banks. This amendment supplies the missing pieces: it confirms that implementation date, gives an indicative mapping of the Business Indicator's components to the schedules and line items of bank financial statements, and folds in further clarifications the Basel Committee has issued since the original Directions.

What it means

The Standardised Approach replaces the older menu of operational-risk methods with a single formula built on the Business Indicator — a figure derived from a bank's income and expense lines — so the mapping is not a technicality but the whole game. How each schedule of the financial statements feeds the indicator decides what number a bank must hold against operational risk, and until this amendment that mapping was unspecified, which left banks unable to size the charge with confidence. Setting April 2027 as a firm date gives the sector a clear runway, and India moving in step with the Basel timetable matters for how foreign counterparties and investors read the resilience of its banks. The detail to watch now is calibration: the Business Indicator rewards simplicity but is sensitive to how fee and trading income are classified, and the indicative mapping is where that will be argued out.
