What it means

Individual enforcement actions rarely move anything and are worth watching as a series rather than one at a time. They are the visible end of supervision against people rather than institutions, and the mix over a year - which conduct, which size of bank, which sanction - says more about supervisory priorities than any speech.

The routine publication is the point. A regulator that posts each action as it is executed, in a form that can be searched later, makes its own consistency checkable by outsiders; one that publishes selectively does not.
